California has been the single largest source of new Oregonians for years — roughly 30,000 people a year make the move north, according to the U.S. Census Bureau’s state-to-state migration estimates. And in United Van Lines’ 2025 National Movers Study, Oregon ranked #1 in the nation for inbound moves, with about 64.5% of the company’s Oregon shipments heading into the state. If you are thinking about moving to Oregon from California, you are in good company. This guide covers what actually changes — your taxes, your housing budget, your weather, your paperwork — and which Oregon cities tend to suit California transplants best.

Oregon vs California Cost of Living: Where the Money Really Goes

The headline is simple: Oregon is generally cheaper than coastal California, mostly because of housing and the lack of a sales tax. But the details matter, because Oregon is not a low-tax state across the board.

No sales tax — the everyday win

Oregon is one of only five states with no general sales tax. Coming from California, where the statewide base rate is 7.25% and many cities charge 9–10% or more once local add-ons are included, the difference shows up on every receipt. On $25,000 a year of taxable spending, that is roughly $2,000–$2,500 back in your pocket. Big purchases — a car, furniture, a new laptop — feel the difference most. (Oregon does charge a small privilege tax on new vehicles bought from Oregon dealers, and some cities tax prepared food or lodging, but there is no sales tax at the register.)

Income tax: often similar, sometimes higher

This is the part many Californians miss. Oregon funds itself largely through personal income tax, with rates of 4.75%, 6.75%, 8.75% and 9.9%. The 8.75% bracket starts at a fairly modest income, so a single earner making $80,000 pays a top marginal rate of 8.75% in Oregon versus 9.3% in California — close to a wash. High earners do better in Oregon (top rate 9.9% versus California’s 13.3%), but Portland-area residents with taxable income above $125,000 (single) or $200,000 (joint) also pay regional income taxes for Metro’s homeless services program and, in Multnomah County, the Preschool for All program. Run your own numbers with the Oregon Department of Revenue.

One Oregon-only perk: the “kicker” credit. When state revenue beats forecasts by more than 2%, the surplus is returned to taxpayers as a credit on the following year’s return.

Housing: the biggest difference

California’s statewide median single-family home price has hovered around $850,000–$900,000 in recent California Association of Realtors reports. Oregon’s statewide median sits closer to the low $500,000s, and many Oregon markets — Salem, Albany, Grants Pass, Klamath Falls, much of Eastern Oregon — are well below that. Bend and the close-in Portland suburbs such as Lake Oswego and West Linn are the exceptions, with prices that will feel familiar to Bay Area and Los Angeles buyers. Rents follow the same pattern; Oregon also has statewide rent stabilization that caps annual increases on most buildings older than 15 years.

Property tax works differently

Both states limit property tax growth — California through Proposition 13, Oregon through Measures 5 and 50 — but there is a key difference. In California, your assessed value resets to the purchase price when you buy. In Oregon, a home’s “maximum assessed value” generally stays with the property and grows about 3% a year, regardless of sale. That means a newcomer often pays a tax bill similar to what the previous owner paid, and effective rates frequently land below 1% of market value. Bills still vary widely by neighborhood, so ask for the current tax statement on any home you consider.

What to Know Before Moving to Oregon from California: The Paperwork

Oregon’s deadlines are short, so put these on your calendar the week you arrive.

  • Driver license within 30 days. Once you become an Oregon resident, you have 30 days to get an Oregon driver license and surrender your California one. With a valid California license you typically will not need to retake the full set of tests, but check the Oregon DMV driver license page for current requirements and book an appointment early — Portland-area offices fill up.
  • Title and register your car within 30 days. Out-of-state vehicles need a VIN inspection, which DMV or a DEQ station can do. If you will live in the Portland metro or the Medford–Ashland area, your car will also need a DEQ emissions test. Details are on the DMV title and registration page.
  • Car insurance. Oregon requires Personal Injury Protection (PIP) and uninsured motorist coverage on every policy — your California policy will need to be rewritten for Oregon.
  • Voting. Thanks to Oregon Motor Voter, getting your license usually registers you automatically. Every Oregon election is vote-by-mail; ballots arrive about two to three weeks before Election Day. You can also register online with the Secretary of State.
  • Taxes in your move year. You will file part-year returns in both states (Oregon uses Form OR-40-P).
  • In-state tuition. Oregon public universities generally require 12 months of residency before you qualify for resident tuition.

Best Oregon Cities for California Transplants

Portland Metro: big-city amenities, smaller prices

Portland (population 652,503 in 2020) is the closest Oregon equivalent to San Francisco or Oakland: walkable neighborhoods, a serious food scene, light rail and a short drive to Mt. Hood, the coast and the Columbia River Gorge. Families often prefer the suburbs — Beaverton and Hillsboro for tech jobs at Nike and Intel, Lake Oswego for highly rated schools. Summers are hot and dry, and housing costs are high for Southern Oregon; neighboring Medford is more affordable and has the region’s airport and hospitals.

Salem: affordable and central

Salem, the state capital (175,535 people), offers some of the best value in the Willamette Valley. State government is the anchor employer, Portland is about an hour north, and the coast and Cascades are each roughly an hour away. It suits families and anyone who wants a stable, lower-cost base. Eugene, an hour further south, is a lively college town built around the University of Oregon.

Climate differences

Western Oregon is not Southern California. Portland averages about 36 inches of rain a year, mostly falling as steady drizzle from November through April under gray skies. The reward is green everything and genuinely spectacular summers — July and August are dry, sunny and usually in the 80s. East of the Cascades the picture flips: Bend gets roughly 11 inches of precipitation a year, lots of sun and real snow in winter. Southern Oregon (Ashland, Medford, Grants Pass) is the warmest and driest part of the west side. Like California, Oregon now has a late-summer wildfire smoke season, so an indoor air purifier is a smart purchase.

Job market

Oregon’s economy is smaller and pays less on average than California’s. Key employers include Intel, Nike, Oregon Health & Science University, Providence and Legacy health systems, state government, and a deep bench of outdoor-apparel, food and beverage companies. The tech sector has been uneven — Intel cut thousands of Oregon jobs in 2024–25 — and Oregon’s unemployment rate has run somewhat above the national average. Many California transplants keep a California salary through remote work, which is when the cost-of-living math looks best.

Everyday life changes

  • Bottle deposits: Oregon’s bottle bill charges a 10-cent deposit on most beverage containers — return them at grocery stores or BottleDrop centers.
  • Liquor: Spirits are sold only in state-licensed liquor stores, not in grocery stores. Beer and wine are everywhere.
  • Gas: Self-serve has been legal statewide since 2023, but many stations still offer attendants.
  • Beaches: Every foot of Oregon’s 363-mile coast is public by law — but the water rarely tops the mid-50s.
  • Pace: Traffic outside Portland is light, cities are smaller, and outdoor recreation is part of daily life.

Bottom line: Moving to Oregon from California usually saves money on housing and sales tax, but not necessarily on income tax. If you value four seasons, green landscapes, less congestion and easy access to mountains, forests and coastline — and can tolerate gray winters — Oregon is often a better fit. Visit in January before you commit.
